


Espaniola “Espy” Bowen is a lifelong public servant running to continue Midwest City’s progress. With decades of leadership experience, she’s ready to serve with integrity, vision, and dedication.
Espy Bowen has dedicated more than four decades to serving Midwest City as a council member, neighborhood leader, public health director, and lifelong advocate for stronger communities. She is running for Mayor because she believes Midwest City is ready for the next chapter of progress built on collaboration, experience, and a deep commitment to the people who call this place home.
Bowen has served on the Midwest City Council, the Citizens Advisory Board, the Central Oklahoma Master Conservancy District, and more than a dozen boards and committees devoted to community development, public health, and neighborhood improvement. She previously worked more than 27 years at the Oklahoma State Department of Health, where she oversaw long-term care, nurse aide certification, jail inspections, and statewide medical regulatory programs.
Bowen has lived in Midwest City for more than 40 years and has served as president of her Omni Neighborhood Association for over 28 years -- building parks, organizing resources, and helping residents solve everyday problems long before she ever held public office.
“I’m running because I love this city,” Bowen says. “I want to continue the progress we’ve made—while bringing new ideas that help every neighborhood thrive.”
A problem solver by nature, Bowen has built her career around bringing people together, writing grants, strengthening neighborhoods, and giving residents a voice in decisions that affect them. She has worked with police, fire, city employees, state agencies, and local organizations to improve safety, infrastructure, housing, and access to services.
“My life has been about service. Midwest City deserves a mayor who listens, who respects people, and who knows how to get things done.”
Bowen's goal as mayor is simple: continue the momentum the city has built while ensuring progress benefits every family, every senior, every neighborhood, and every generation.
“Progress is not just about buildings. It’s about people. We must build a Midwest City that honors our history, serves our present, and invests in our future.”

Support law enforcement, improve response times, invest in sidewalks, crossings, and modern mobility that keeps families safe and connected.
Advance senior living options and support aging residents who want to remain close to home, family, and community.
Strengthen city employee pay, training, and retention to provide the high-quality services residents deserve.
Protect water resources and infrastructure while strengthening regional collaboration -- experience Espy already brings through the Master Conservancy District.
Improve roads, walkability, cross-sections, and transit access with a focus on safety, accessibility, and long-term maintenance, not patchwork shortcuts.
Centralize services, increase coordination, and create a clear pathway toward self-sufficiency—linking mental health, housing, workforce support, and accountability.
Attract new restaurants, entertainment, and locally-owned businesses while revitalizing key corridors like NE 10th, SE 15th, Reno, and NE 23rd.
